    And it's not the goverments duty to defend stupid people for data loss,
    is it?

It is a government's responsibility not to systematically convert "may
go wrong" into "has gone wrong" for innocent people.  That someone is
naive and vulnerable to loss is no reason why the government should
make that loss happen.

In addition, as others have pointed out, they have not merely lost
their data.  The US government has taken it, to their harm.
