Hi!

That's not completely true. In Spain whether we like it or not we have
electronic identity cards (DNIe), and votes could be signed using the
signature certificate. If you trust the DNIe issuer (police), then you
can trust that no fake voters participated.

AND even if you don't trust the police, the DNIe certificates could
also be validated using a secondary certificate authorities pretty
much like happens in GPG. This way certificates of non-existent or
dead people would not be validated.
