Nuclear facilities are pointless to build nukes. What you need is
enrichment facilities (centrifugation plants), which can be used to get
military-degree Uranium, or to split the uranium from the plutonium in
the nuclear waste.

Of course, if you want to produce plutonium nukes, having power plants
helps a lot, however, we're in the neutron and hydrogen bomb era, you
can just leap from uranium nukes to H-bombs without having nuclear power
plants.

These machines are owned by very few states, the ones who actually have
nukes.

Japan has(d) plenty of nuclear power plants, but their uranium came/went
to France to get enriched, and they have no nukes. Exactly the same as
Germany and Spain.
