[pp.int.general] PPI board meeting minutes and some updates about the conference.

PPI has two member types : Ordinary and Observer memberships, only the
former having voting power. There can be only one Ordinary Member per
country.

PP-ES is Ordinary Member while PP-CAT is Observer Member, like are NGOs
like Pirates Without Borders.

Maybe we could add a member type halfway, for Pirate Parties such as
PP-CAT, without voting power but with their word to say on the vote of
the Ordinary Member representing their country (a veto or something like
that) until they all agree on a Federation structure ?
