[pp.int.general] Project to modify Copyright law in Argentina

Proyecto Sur (South Project) a political party in Argentina will present a
project to modify the copyright law in Argentina:

"Download of the network cultural material for individual use in order to
learn, educate, inform, entertain, or excited, nor shall be liable to
facilitate this access when it is offered free of charge"

"In that order, citing article No. 27 of the Universal Declaration of
Human Rights which states that "everyone has the right to participate
freely in cultural life of the community, to enjoy the arts and to share
in scientific advancement and the benefits resulting therefrom"
