That is gibberish.  The Spanish version of that text is:
    y, en ningún
    caso, podrá configurar un acto ilícito aún cuando el usuario realizare una
    única copia en un archivo digital en su ordenador personal y la misma no
    fuere utilizada con fines comerciales o de lucro.
A more correct English translation of that is:
    and in no case is it illicit/forbidden, 
    not even when the user makes a single digital copy in his personal computer
    provided it is not used with commercial purposes or for gain.
