Dear Zbigniew,

You are mistaken, allow me to explain.
The latest Pirate Party to be formed in Spain at regional level was 
Pirates of La Rioja http://piratasdelarioja.org/

Previously PP-Spain had little to no presence there (3 individuals at 
the best of times who had never gathered together)

Last year on the 9th of June an open meeting was organized to re-launch 
the pirate movement in La Rioja.
All the options were put on the table (including joining PP-ES) and for 
reasons too long to expose here the pirates present voted to form an 
independent pirate party that would cooperate with other pirate parties 
but would be able to manage its own campaigns, finances, etc.

There is active work going on to form a confederation of Spanish pirate 
parties so that resources can be put together wherever needed.

There has not been a single instance of two Spanish pirate parties 
competing for votes. Without going into details, basically in the 
regions where there are organized regional pirate parties, PP-ES is in 
no position to run for elections
