Absolutely agreed.

Actually, a basic income (mincome) would also change the need for welfare
programs, so you can just reduce red-tape and government scrutiny over
citizenship and rearrange welfare programs to be used into mincome.

Other small changes can be applied to ensure mincome too. Just an example I
found recently: http://www.social-europe.eu/2013/07/the-euro-dividend/

Mincome must come with governments' transparency, to know where money goes.
This is the only way to stop black hole spending programs.
