Actually the Statutes says the CoA can "e) decide on the validity of legal
acts of the organs of the PPI"

You consider the GA to be an "organ" of the PPI _but it isn't_, it is it's
"supreme body".

Also the CoA may rule about Statutes interpretation but "such answers act
through their persuasiveness only".

So interpretation of the Statutes and the validity of the GA rulings can
only be resolved by the GA, so _there_ you should post your proposal,
hopefully briefly.
