The wikipedia article [1] says that banks will be required to report
only transactions of USA persons - but I read elsewhere [2 - in Polish
unfortunately] that what is in fact being implemented is reporting all
transactions of everyone to the american authorities  and there the
USA IRC is obliged to filter out the data of people who have not been
in the USA. It looks like the EU Commission has already recommended
implementation of this to all EU countries.
