We set that up, back then when Samir and I started with the coreteam in 2009.
It was the easiest solution and Gmail still offers one of the most  
usable Webmail UIs.
Mail software that is setup once but is hardly updated can be much  
worse, than using GMail where you can expect a reasonable SLA.
It's no problem to encrypt all mail traffic with PGP in Gmail, which  
is nowadays anyway the only reasonable approach if you're concerned  
about government spying.

TL;DR: the primary problem is not Gmail atm, but that PPI needs a  
constant IT SLA.
