I would not call those we have seen "reports" :(.

Something like this might qualify as a report:

People that do not care to write a report of at least a few pages... have not been worthy of the posts they have "occupied".

If you scare the serious people away... all you got left is those that want to run the IDIOCRAZY :(.

Those are either pragmatic bastards or complete idiots, with the latter constituting a big majority in PPI and now PPEU.

we're still missing 8 reports from the last board (+alternates). I feel this is very important in the pursuit of organizational learning and moving forward. Can people that know the persons still missing their board report poke them via mail/twitter/phone etc?

It's obvious that the last board did not function optimally and from what I've heard some board members have been hard to reach and should have been replaced. Even if alternate board members feel they have nothing to report they should at least be able to report about what they have done to see that the board was active and no replacement was needed. 

"If one seat of the Board becomes vacant, one of the Alternate Membersshall follow-up according to a list." -> If people go inactive/missing (which seems to have been the case last year) they should be replaced by alternate board members as well. Otherwise I don't really see the reason why they were elected.
