Si vis pacem, para pacem // If you want peace, prepare for peace

November the 13th, cowardice and bigotry have bloodied the streets of Paris
and our indignation is huge. Our thoughts are with the victims and their
relatives. These lives, cut, broken, nothing will bring them back to us.

But now what ? Here our proposition in one sentence : If you want peace,
prepare for peace.

Don't charge us with angelism - fashionable accusation. Without doubt we
must destroy Daesh, for the same reason it is necessary to treat the
symptoms of a serious illness as the same time we apply a basic treatment.
But make no mistake : the elimination of the caliphate won't bring us more
safety than the one of Bin Laden if a serious work is not undertaken to
heal the true causes of this tragedy.

Prepare for peace, it means stop encouraging war. Martial posturing of
Valls, Sarkozy or any Le Pen exacerbate hatred at the same time they
obscure the real issues. For decades, the Western powers - especially
France - produce and export huge quantities of military equipment. The
engaged armies in the Middle-East or Africa support private interests at
far distance from the objectives set for the defense of the human rights
and democracy. This must stop. The West, France, should urgently take the
path of solidarity, civil construction and distribution of the weath for
the common good.

Prepare for peace, it means support freedom and not try to further reduce
it as the system's players are doing with the same cynism that prevailed in
January. Tens of repressive laws voted last years have further demonstrated
their ineffectiveness. Rather than abandon itself into a population control
fantasy by useless and expensive black boxes, the state would do better
focus on more and better trained staff able to act protecting what a
democracy has most precious : lives of citizens and their freedoms.

Prepare for peace, it means fight violence. International violence against
the most vulnerable people than ours and subjected to post-colonial
dictatorship. Violence within our borders, exercised against those excluded
of the system, more and more numerous, more and more marginalized. The
criminals of November the 13th must be put out of harm's way. But every
citizen must interrogate himself/herself on the missed rendez-vous and
geopolitical cowardices of our democracies that have brought this world to
the dramatic situation which we see.

Our emotion is huge but more than ever we must keep a cool head. In
politics, as in medecine, it does not accomplish anything if we didn't pose
the good diagnosis.

El 13 de noviembre, actos cobardes y de fanatismo han llenado de sangre las
calles de París. Nuestra indignación es inmensa. Recordamos a las víctimas
y a sus allegados. Vidas robadas, rotas, que no se nos devolverán.

¿Y ahora qué? Nuestra postura cabe en una frase: Si quieres la paz,
prepárate para la paz.

Que no nos tachen de optimistas inocentes —acusación de moda. No cabe duda
de que hay que destruir el Daesh por la misma razón que es necesario curar
los síntomas de una enfermedad grave mientras se aplica un tratamiento
intensivo. Pero no nos equivoquemos: acabar con el califato no traerá más
seguridad que Bin Laden si no se emprenden acciones serias para abordar las
causas reales de este drama.

Preparase para la paz significa dejar de fomentar la guerra. Las posiciones
marciales de Valls, Sarkozy y cualquier Le Pen exacerban el odio al mismo
tiempo que ocultan los problemas de verdad. Desde hace décadas, los poderes
occidentales —Francia en particular— producen y exportan cantidades
inmensas de equipamiento militar. Las tropas de Oriente Medio y África
mantienen unos intereses privados que distan mucho de los objetivos
establecidos para la defensa de los derechos humanos y la democracia. Esto
tiene que terminar. Occidente, Francia, tienen que tomar urgentemente la
vía de la solidaridad, de la contrucción civil y de la distribución de la
riqueza en favor del bien común.

Prepararse para la paz significa apoyar la libertad y no osar reducirla
como hacen los actores del sistema con el mismo cinismo de enero. La decena
de leyes liberticidas votadas en los últimos años han demostrado más aún su
ineficacia. En lugar de abandonarse a la fantasía de controlar a la
población por medio de cajas negras inútiles y de elevado coste, el Estado
debería centrarse en formar a más personal y mejor, personal capaz de
actuar para proteger lo más preciado de una democracia: la vida de los
ciudadanos y su libertad.

Prepararse para la paz significa luchar contra la violencia. Violencia
internacional contra pueblos más vulnerables que los nuestros y sometidos a
dictaduras post-coloniales. Violencia dentro de nuestras fronteras,
infligida a los que están excluidos del sistema, cada vez más numerosos,
cada vez más marginados. Se ha de neutralizar a los criminales del 13 de
noviembre. Pero todos los ciudadanos deben cuestionarse con toda conciencia
sobre los desencuentros y la cobardía geopolítica de nuestras democracias
que han arrastrado al mundo a la dramática situación que estamos viendo.

Aunque llenos de emoción, hoy más que nunca hemos de mantener la cabeza
fría. En la política, como en la medicina, no se logra nada sin un
diagnóstico acertado.
