That makes no sense. If you were aware of that and you disallowed Helmut's support to the voting system, why didn't you tell it four months ago, or two months ago? Why do you wait until now?

That's it. If only 8 eligible voters cast their votes for a specific amendment, that amendment won't be passed; it's called minimum required turnout, or quorum. However, quorum has no relation with supermajorities you talked about in your last mail.

Not so difficult to get your point here: you disagree with the voting system.
What's pretty hard for me to get is why do you say it now, instead of saying it four months ago -when representatives incluiding Helmut (supposedly acting on behalf on PPDE) agreed on this voting system-, or two months ago -when Stage Two was announced, and you wrote a mail commenting which parts of First Draft you disliked-; this is the part hard to be got.
Apart from that, I don't know which information do you need to get on a different way, as I'm answering you everything you're asking to me. Regards,

P.S.: Concerning your question about how much eligible voters can disallow an amendment by simply not casting their vote, obviously, I encourage all eligible voters to cast their votes. I guess maybe some eligible voters can abstain regarding an specific amendment -e.g., due to not being able to determine what to vote-; however, I believe there won't be Killer D's inside PPI :)
