[pp.int.general] PPI website and forum

Hi,

i'm working on a new server where the website and forum can restart (new drupal version and phpBB3, better antispam etc.).

I will coordinate all that with Andrew und the swedish pirate-IT-Gurus, so we are ready for the EU election (from the technical point).

That's a great idea from Andrew. Due to his experience as president of PPU,
he probably is the best for the job.
