A tax on activities that contribute to global warming may not have a 
significant effect on the larger "offenders" who may well just pay the 
tax and keep polluting. All it may do is hinder the smaller 
organisations who may be less capable of quickly adapting or paying the 
additional tax. Yes, this may still generate extra revenue for 
governments, but then there would need to be guarantees that the money 
would be put towards combating global warming.
