Where sharing is already legal, there is no need to look for a way to
legalize it.  But that is not the case in all countries.  Sharing is
not legal in Brazil, and there is a proposal to legalize it and impose
the flat-rate tax.

Spain, meanwhile, has a different problem: the SGAE.  I think it would
be a big improvement to replace the SGAE's canon with a flat rate tax that
actually supports a broad range of artists.
