Just for statistics and completion:


In GERMANY civil disobedience may be legal, according to church
asylum, which shows the principle of legality.

For the rising disobedience of stately orders, according to
nuclear transports or vast infrastructural projects, civil
disobedience maybe prosecuted as disobedience of order, but 
not as crime or illegality.

Concerning civil disobedience, I'd refer to article 35 of the french 
"Déclaration des droits de l'homme et du citoyen", which states :

Article 35. "When the government violates the rights of the people, 
insurrection is for the people and for each portion of the people, the 
most sacred right and the most indispensable duty."
