[pp.int.general] PPI GA Prague / Video Conference System for remote delegates

Thank you Gregory and others for your supporting words.

Currently I am giving the whole thing a new approach:

1.) Live Streaming:

The public live stream will be done as it was done at the last PPI GA 
and at countless other occaisions using my proven system.

_Additionally_ we will try to offer a html ogg stream for this event 
(thank you @ chorms who will work on that part)

2.) Video Conference System

The video conference system to be used will not be public but only 
usable for the remote deligates. Gregory already described the demands 
pretty well, and the imho most importamt part will be that remote 
deligates can interfere with the people at the location whenever they 
feel it necessary.

Therefore it makes not much sense to include someone in the discussion 
and decision who is not using it anway. That is why I requested the 
resposible board members of PPI to get me into contact with the 
estimated remote deligates, in order to work out a suitable and fitting 
system.

Thank you all for your feedback, at the current point of discussion I 
feel it necessary to reduce it to those who are really concerned with 
that matter.

Of course trancparency will be appreciated by informing you on the 
desicion once we worked out a solution.
