[pp.int.general] PPI GA 2013 - Call for Hosts

Maybe, if we decided that two delegates from each member country travel on PPI expenses, funded by admission fees, and set the fees for everyone at such a level that the needed funds are collected... countries who have to travel far could be present at PPI GAs, and not asking to organize one so as to not to have to travel.

Location should be chosen rationally so as to keep the total sum of travel expenses as low as possible. It is easier to fund a few travels to Europe than to have everyone in Europe travel somewhere else.

When the cost of moving everyone to some other continent more or less equals the cost of moving everyone to Europe... we can consider a GA elsewhere that might be interesting to have.
