If it's mostly about sharing press releases, there has been
parrot.pp-international.net
Unfortunately this system stopped working sometimes ago.
Of course that's not the same as a newsletter.
A newsletter could be compiled monthly via etherpad in a collaborative way.
But at least one person would need to take the responsibility for that
(i.e. opening the pads, announcing them, probably finishing the texts
and sending it out).
Supporting systems such as a blog can be installed on PPI hardware;
the problem is more that we need to overhaul some of the installed
services altogether as they're partially extremely outdated; but it
seems as if PPI is doomed only to appoint IT pirates that are either
extremely short on time (as it seems to be currently the case; no
offense against CS) or that are leaving soon after their
appointment... :-/
