OR, (as I'm sure we've all experienced in our own parties) spend so much
time discussing what needs doing, and making it 'perfect', then
upgrading to the new one because it didn't quite work right', etc. that
it never actually gets made live (That's why the USPP website is still
down, after ooh 6 months now?)

Sometimes it needs a non-coder person to look at it from the outside,
without focusing on the minutiae of the code, and just push it through.
