[pp.int.general] Global heating: 2 degrees of heating is 16 years away

This is not completly accurate.
Malaysia, Thailand, Morocco, Argelia... all they are investing in
nuclear power plants, so, they have a nuclear program.
The US goes nuts when somebody builds centrifugation facilities (AKA
uranium enrichment plants).
