[pp.int.general] Brazilian participation in PPI

Te escribo en castellano para facilitarte la comprensión. En resumen:

- PPI no es un partido, es una asociación/organización no gubernamental
(NPO)
- PPI no dá órdenes a sus miembros, es un lugar para compartir
iniciativas/experiencias
- No hay ningún problema legal para que PP-Br pertenezca a PPI, como se
ha demostrado por otros tantos partidos Brasileños que pertenecen a
organizaciones internacionales.

Now in English for the rest:

- PPI is not a party, it's a non-profit.
- PPI gives no directives/orders to its members, it's a place for
sharing initiatives/experiences.
- There's no legal problem why PP-Br can't belong to PPI, as shown by
many other Brazilian parties belonging to international organizations.
