[pp.int.general] Petition to the White House on mandating Open Access for publicly funded research

Disappointingly, this petition for public access fails to mention
freedom to redistribute the articles.  It only goes half-way.

It's one of those easily avoidable mistakes that people make only
because they are following others who made the same mistake.
