No, it should not be able to decide anything for PP-IT.

But of course, it can at any time consider whether PP-IT as in doing what it wants... is still compliant with what is expected from a full member of PPI, and, if necessary, revoke its status as such.

I can only imagine why being way more objective and strict on an awful lot of things is so difficult for the PPI and its governing body ;) .
