I would add to the last thoughts that I argue strongly that a swarm
indeed needs to be open and transparent, like you state above, but not
for the reason that we want the government we build to be open and
transparent; rather, a swarm needs to be open and transparent because
it is a necessary condition for an efficient swarm. In addition, our
values are that we want to build an open and transparent government.
However, there is no operational connection between the two
opennesses: the government transparency stems from our raison d'être
(the goals), whereas the swarm transparency stems from its being the
most long-term effective way to succeed with a swarm (the methods and
means).
