The problem then is that it becomes an issue of 'amendment scheduling'.
you can undermine another one, by getting yours passed first.

A better way would have been 'these amendments come into effect at 00:01
UTC on the first Tuesday following the vote.

Then there's no scheduling games, and you still have a definitive time,
and we have a consistent setup through the voting (and it leaves the
Monday clear in case incompetence strikes again and the conference needs
to go to extra-time)
