"Realistic" is what forecasts should be.
However, a political campaign that wants certain changes
should never try to be "realistic" in stating its goals.

I don't know what Ms Reda was thinking, and I have not read the
report.  I do not know enough to reach any specific conclusions
and I do not want to presume she did anything wrong.
