I can follow your reasoning to an extent, but if you want to get rid
of that rule, you'd have to change the statutes that state:

"The members of the Board shall consider the interests of
the Pirate movement as a whole and shall neither consider themselves,
nor be considered, as representing any particular Member or non-member
Organization or region."

Considering the online GA will not allow for motions regarding the
statutes, a large portion of the members will not be in a position to
have their opinions heard.

Which brings us back to the issues PPAU was trying to address.

We're going around in circles, but gods forbid that anyone claims that
this organization is dysfunctional. :D
