[pp.int.general] Canadian Pirate candidate the first one outside Europe?

What about the one who got elected in a town in Russia? Was that in the
European part of the country?
Also, make sure to mention the students in the US, and that they are not
affiliated with PPI or PPUS (I would, at least).
